Gary philoctete
Gary Philoctete has over 25 years of professional experience in the field of relief and development and more than 20 years experience in overseeing and managing programs in the area of water and sanitation, health, energy, education and income generating activities and emergency response.
Mr Philoctete is a civil engineer has worked with CARE-International in Haiti as Assistant Country Director for Program and Save the Children in Haiti as Operations Director and participated directly in a broad range of initiatives, program design and implementation both in urban and rural settings
Mr Philoctete served as Country Director and Vice President for Haiti Operations for J/P Haitian Relief Organization (J/P HRO) and in this role, ensured leadership of emergency response programs including family relocation, post disaster housing retrofit and construction, provision of medical services and oversaw the design and implementation of rehabilitation and development programs as well as administration, finance and logistics.
Mr. Philoctete has strong experience working in the humanitarian and development field and, senior management experience with NGOs. Extensive experience in program development, emergency operations and, fundraising. Strong experience in designing and managing infrastructure projects. Strong managerial skills and, solid experience in all aspects of project development and project cycle management including design, monitoring and evaluation and, fundraising. Substantial practical experience in managing NGO operations, designing organizational structures and, crafting and implementing fundraising strategy.
Mr Philoctete has collaborated with enterprises from private sector to promote and facilitate direct investments and job creation in Haiti.
